The Two Roads onto Isle of Palms — and Why They Are Not Equivalent
Isle of Palms is a barrier island separated from the mainland by the Atlantic Intracoastal Waterway, about 15 miles by road east of downtown Charleston, with a 2020 census population of 4,347. Two state highways reach it, and for scheduling purposes they behave very differently.
- Isle of Palms Connector (SC 517): 3.84 miles running northwest from SC 703 (Palm Boulevard) on the island to US 17 in Mount Pleasant. It was built as new construction in 1993, and most of its length is the fixed Isle of Palms Connector Bridge over the Intracoastal Waterway. It was designed with a median lane for emergency evacuations, and its entire length is part of the National Highway System.
- SC 703 by way of Sullivan's Island: the older route, 10.93 miles in total, beginning at a partial interchange with US 17 (Johnnie Dodds Boulevard) in Mount Pleasant. It crosses the Intracoastal Waterway on the Ben Sawyer swing bridge, runs the length of Sullivan's Island as Jasper Boulevard, crosses Breach Inlet on the H.L. Hunley Bridge, and becomes Palm Boulevard on Isle of Palms — ending at Palm Avenue and 41st Avenue near the Isle of Palms Marina and Wild Dunes.
The practical difference is the Ben Sawyer span: it is a movable swing bridge whose openings are set by federal regulation (33 CFR 117.911), so road traffic on that route stops on a published schedule. The SC 517 connector is a fixed bridge and is subject to none of that.
