What Federal Law Requires of a Replacement Windshield

Windshield glass is federally regulated, and the rule is short enough to read. Federal Motor Vehicle Safety Standard No. 205, "Glazing materials" — 49 CFR 571.205 — states its own purpose plainly: "to reduce injuries resulting from impact to glazing surfaces, to ensure a necessary degree of transparency in motor vehicle windows for driver visibility, and to minimize the possibility of occupants being thrown through the vehicle windows in collisions."

The standard does not stop applying when the car leaves the factory. FMVSS 205 requires that glazing materials for use in motor vehicles conform to ANSI/SAE Z26.1-1996, and it says so again for replacement parts in one sentence: "Glazing intended for aftermarket replacement is required to meet the requirements of this standard." The glass fitted to a 2019 car in a driveway in West Ashley answers to the same standard as the glass the car was built with.

That is also where the term DOT-certified comes from. Under FMVSS 205, a prime glazing manufacturer certifies its glass by adding to the markings required by section 7 of Z26.1 the symbol "DOT" together with "a manufacturer's code mark that NHTSA assigns to the manufacturer." The certification is not a certificate in a filing cabinet — it is a mark carried on the glass itself, on factory and replacement glazing alike.
